Two of Tears of the Kingdom's most memorable NPCs share a connection to Hateno Village. Impa is the elder who guides Link toward recovering the Dragon's Tears memories. Cece is the fashion entrepreneur running for Hateno Village mayor. Their stories intersect through the village's comically high-stakes election.
Impa — Who She Is
Impa is the elder of Kakariko Village and sister to Robbie and Purah. In TotK she's taken a new purpose: riding a hot-air balloon across Hyrule to photograph locations that appear in her visions — visions she believes are connected to Zelda's disappearance.
She is not a warrior this time around. Her role is that of a researcher and guide, pointing Link toward the Dragon's Tears (the glowing tear-shaped wells scattered across Hyrule that contain the historical memories).
Impa's Balloon Locations — Dragon's Tears Quest
Impa's balloon appears at specific locations near Dragon's Tear memory wells. Finding and speaking with her at each location advances the "The Dragon's Tears" main quest and provides the Geoglyphs guide.
How to find Impa:
- Start at Kakariko Village — speak with Impa when you arrive there early in the game
- She will be at the first Geoglyph location you investigate
- After that, she appears at subsequent tear well locations around Hyrule
Impa balloon locations (approximate):
- Akkala Highlands Geoglyph — near the first large dragon outline visible from the sky
- Eldin Canyon Geoglyph — northeast of Eldin region, visible from heights
- Necluda Geoglyph — eastern Hyrule, near Hateno area
- Gerudo Highlands Geoglyph — western mountains
- Tabantha Geoglyph — far northwest
- Final location — varies based on quest progression
Tip: The Geoglyphs are enormous patterns etched into Hyrule's landscape, only fully visible from sky islands or high elevation. Use the Lookout Landing Skyview Tower to get altitude, then look for the dragon/serpent outlines on the ground below.
Completing "The Dragon's Tears"
This main quest requires visiting all 12 Dragon's Tear memory wells:
- Find each glowing tear-shaped well on the ground
- Activate it to receive a memory
- Return to Impa (she appears at key wells during the quest)
- Collect all 12 memories to unlock the final hidden memory
The 12th memory is found at the Dragon's Head Spring in eastern Hyrule — a location revealed only after collecting the first 11 tears. This final memory shows Ganondorf's swallowing of the Secret Stone, completing the picture of TotK's backstory.
Reward: Completing all Dragon's Tears grants the Gloom-Imbued Sword schematic (Autobuild memory) and resolves major story questions.
Cece — The Fashion Mayor
Cece is a Hateno Village resident who has turned the entire village into a mushroom-themed fashion statement. She runs a mushroom hat shop and is competing against the incumbent mayor Reede for control of Hateno Village.
Her sister Sophie is her devoted campaign manager, and together they represent the most elaborate side quest arc in the game.
Hateno Village Election Questline
The mayoral race is a multi-stage side quest chain that spans the entire game. Start it by talking to villagers in Hateno Village who reference the tension between Reede and Cece.
Quest 1 — "Cece's Secret"
Trigger: Speak to Sophie near Cece's shop.
Sophie is worried about Cece — she sneaks out every night and Sophie doesn't know where she goes. Follow Cece at night (wait until after midnight in-game or use a campfire to advance time).
Solution: Cece sneaks to a cliffside spot outside the village to watch the stars and reflect privately. She's not doing anything suspicious — she's meditating and enjoying quiet time away from the campaign. Report back to Sophie.
Reward: Cece's Hat (a mushroom-shaped hat with mild defense)
Quest 2 — "Team Cece or Team Reede?"
Trigger: After "Cece's Secret," speak to villagers and choose sides.
You'll encounter multiple Hateno villagers who are either Team Cece supporters (pro-mushroom fashion, anti-establishment) or Team Reede supporters (pro-tradition, pro-local agriculture). Speaking to each gives different perspectives on the election.
No real choice required — this is flavor content that adds context to the village's split.
Quest 3 — "Reede's Secret"
Trigger: Speak to Reede directly. He seems unusually stressed and secretive.
Reede is hiding something. Follow him at night (same mechanic as Cece's quest — wait until after midnight). He sneaks to a farm on the outskirts of town and tends to crops in the dark.
Solution: Reede is secretly growing the very mushrooms Cece uses for her hats — he's her supplier, working anonymously to help his rival because he respects what she's built. He didn't want anyone to know he was supporting her while running against her.
Reward: Advancing the questline; Reede's Fabric (a paraglider fabric option)
Quest 4 — "A New Signature Food"
Trigger: Speak to a Hateno villager who wants to unite the two camps through food.
The village is divided, and someone wants to create a signature Hateno dish that incorporates both Cece's mushrooms and Reede's traditional crops.
Solution: Cook the requested dish (usually involves Hateno Cheese, mushrooms, and a vegetable) and deliver it to the questgiver.
Reward: A recipe unlock and election progress
Quest 5 — The Election Debate
Trigger: Return to the village square after completing the prior quests.
A formal debate occurs between Cece and Reede in the village square. Both candidates make their case. The outcome of the election depends on which candidate had more quest support.
Election outcome:
- If you completed Cece's quests and helped her image: Cece wins mayor
- If you supported Reede's quests: Reede retains the position
- Most players who pursue all quests see Cece win
Final Reward (Cece wins): The Cece Hat becomes permanently available for purchase at her shop. New hat styles unlock. The village gets subtle mushroom-themed decorations added.
Final Reward (Reede wins): Reede's farm expands. Different dialogue throughout the village.
Cece's Hat Shop
Cece sells unique hats even outside the election questline. Visit her shop in Hateno Village to browse:
- Cece's Hat — Mushroom cap design; low defense but style score infinite
- Various seasonal hats — Unlock as election quests progress
- Hats cannot be upgraded at Great Fairies but serve as cosmetic options
Impa's Final Appearance — Post-Story
After completing the Dragon's Tears main quest, Impa appears at Kakariko Village for a final conversation. She reflects on what the memories revealed about Zelda's sacrifice and Rauru's legacy. This scene is missable if you don't return to Kakariko after completing the questline.
Tip: Kakariko Village also has several side quests tied to the Sheikah Sensor upgrades (from Purah's research). Speaking to Impa after the Dragon's Tears quest often unlocks new Kakariko side quest chains that were previously unavailable.
Tips for Both Questlines
- Night mechanics: Both Cece's Secret and Reede's Secret require following NPCs at night. The fastest way to advance time to midnight is to sit at a campfire and select "Until Night." Don't fast travel — you need to be nearby when they leave.
- Complete Cece's quests first: If you care about the election outcome and want Cece to win, prioritize her quest chain before exploring Reede's.
- Hat compatibility: Cece's hats fit all of Link's head armor slots and can be dyed at the dye shop in Hateno Village.
- Save before the debate: The election seems to have predetermined outcomes based on quest completion, but saving before the debate scene lets you observe both results if you're curious.
