Wait until nighttime in Hateno Village, either by sitting at a campfire or passing time at an inn. Once it is night, locate Cece near her house and follow her without being noticed. She will lead you to a secluded spot outside the village where she performs a private ritual, dancing and singing devotedly to a giant mushroom.
